Only certain expenditures like summer school, adult education, capital expenditures (facilities, property, and major equipment purchases) and long-term debt payments are excluded from the Operational Spending Per Student reported here, as explained at https://www.isbe.net/Pages/Operating-Expense-Per-Pupil.aspx. (Operational Spending Per Student is also known as Operating Expense Per Pupil). The student count used for these per-student calculations is the nine-month average daily attendance.

The Elementary and Secondary Education Act requires each public state Report Card to include the per-pupil expenditures of federal, state, and local funds for each Local Education Agency (LEA) and each school. These data can be accessed by downloading the most recent Report Card Public Data Set, which is an Excel document found on the ISBE Report Card Data Library webpage. Per-pupil expenditures for each LEA and school are available on the Finance tab within this Excel file.
